| Overview | Eve Ross, a native of Columbia, South Carolina, is a member of the Municipal Finance Practice Group. Eve primarily advises local governments on the financing of public projects. Since joining the Firm in September 2007, she has assisted in the role of bond counsel, issuer’s counsel, or underwriter’s counsel in connection with more than 50 securities transactions involving state government, counties, school districts, municipalities, public utilities, hospitals, and non-profit organizations. Eve also has experience advising government entities on compliance with election laws and procurement regulations. |

- Assisted underwriter’s counsel in connection with the refunding of $275 million in bonds of the State of South Carolina secured by a 1998 settlement with tobacco companies
- Worked closely with general counsel in connection with a $350 million combined issue of seven series of revenue bonds for an electric utility, including fixed-rate and variable-rate series, taxable and tax-exempt series, and new-money and refunding series
- Assisted bond counsel in connection with a school district’s issuance of $62 million in bond anticipation notes
- Helped guide a municipality through the process of selling its water and sewer system to a regional authority, including drafting ordinances and writing the ballot questions for a referendum
- Drafted requests for proposals on behalf of a newly founded public charter school to solicit bids for needed services
